Default Starter won't turn over (solved)

1997 Honda Civic HX M/T
I was changing my trans but while taking the starter I forgot to unplug the battery, and shorted the starter. After getting done with the trans I put a new starter in and I checked ALL the fuses under the dash and it still won't start. It is not the clutch switch, which I already tried. I thought it was the starter cut relay but I plugged in a the heater motor relay from the engine bay fuse box, but that didn't fix it. I jumped the + terminal to the signal wire on the starter and it works like that, but I don't want to do that every time I go somewhere. Please lmk what it might be, and some other things i could test or relook over.

update: it was my push start conversion kit, i honestly didn't think it would cause a problem, but i was mistaken thank yall for helping me out, very useful info for others

Just double check the #31 7.5 amp starter signal fuse, pull it out and look at it to be sure it didn't blow.
Also check your 40 amp ignition fuse too.

The only last thing it could be I would think is your chassis ground to the tranny is poor..
Make sure your battery is good. Battery terminals clean and tight, no frayed ground wires and all connected to bare metal.

With the assumption of good fuses, the starter wiring is controlled by the starter cut relay, which is switched on by the clutch switch. If you already jumped the clutch switch and it still doesn't work, I would try jumping the starter cut relay (please test wires). If that still doesn't work, you may have a bad connection somewhere in the wires between the battery positive and the starter cut relay, which could lead to finding out your ignition switch being bad, as the position of your ignition switch supplies power to the circuit to your starter.
