i have a bone stock 94 dx coupe, with a d15b7 and po6 ecu. my car, however, doesn't rev past 5500 rpm despite the redline being 6400. what could be causing this?

My bet is that the tach in your instrument cluster is slow and malfunctioning... the only suggestion I have to help you test this theory is if you knew a specific RPM that correlates to a specific SPEED... drive the car at that SPEED and see if the tach reads as expected or if it reads slower. Slower means that my hunch is correct.

Agree. Chances are, your tachometer needs to be recapped.

you're honestly probably right. the tach is the only thing in my gauge cluster that seems to work properly, so honestly it probably isn't. i know some people had similar issues, but they all had an issue with timing, or the wrong ecu, etc. i won't worry ab it too much. doesn't make much power up there anyway lol
