Default Electronic power steering issue

Can anyone provide some insight or point me in the right direction for an EPS issue on a Canadian 2010 DX-G?
When the engine is running, the EPS makes the steering wheel want to turn hard to the left. Not so much when parked on a grippy surface, but even a very slow roll will cause the wheel to basically turn all the way until it hits the left stop.
Possible sensor issue... or a way to disable the ETS system altogether and use it as a manual rack?

Yup, I even went out to check again. R18 with a 5MT, and no reservoir to be found under the hood.
Honda Canada does some random little tweaks sometimes compared to US models.
