Default OBD2A Ecu - Repairs?

I've run into a predicament that is above my pay grade. So, I went to get my car inspected, and the shop's emissions machine wouldn't connect to my car. It said cannot make link with vehicle. So I checked all of the fuses and confirmed with my own scanner that it wouldnt connect at the obd2 port. So I swapped computers with another computer I have. It now makes a connection, but I can tell its running different. This computer was swapped out when I was diagnosing my P0441 code. So it looks like I'm stuck....either I use a computer that won't connect to an OBD2 port, or I use a computer that will throw a check engine light. Either way, I'm not passing inspection. Anyone have experience with OBD2 ECUs? Is the OBD2 port readability an easy find / repair? I'm not very fluent with circuit boards. I tried finding places that will diagnose and repair ECUs, but I havent had any luck finding any that will diagnose and repair OBD2 ECUs. Lots of OBD1 places, but no immediate OBD2 places. I would think it would be cheaper to rebuild the ECU i have vs buying a reman one, but maybe i'm wrong?

Fix the issue with the EVAP system? Then you won't have a code on a working ECU.

The issue is I don't know that I have a working ECU. I've diagnosed everything per the manual, the last thing it says is swap out for a known good ECU.

Open up the ECM and look for anything obvious like leaking/blown capacitors and/or damaged resistors.

An HDS or equivalent scan tool will give you a lot of insight as to what is going on with the EVAP stuff on the ECU with the working OBD port.

I found part of my issue, shame on me for not looking closely. My spare ECU that I bought that I was told was a USDM unit is not. It is a JDM P72 OBD2A ECU. So, that completely explains why the OBD2 port wasn't functioning with that ECU installed.
