No start after lots of tests and parts

Icon4 No start after lots of tests and parts

93 Del Sol
ECM: 37820P28A51
Engine: D16Z6
VIN: JHMEH6260PS006090

Car was starting slowly, but I could get it to run by spraying starter fluid into the intake. Then one day, that stopped working. I commence to scouring forums. I've tried:
- replacing the battery. It needed a new one anyway. this improved the slow start, but was clearly not the full problem.
- replacing main relay. tried 2 new relays. neither of the new ones or the old one click when ignition is in position i to prime the pump, but if I jump 1 to 7 (in ignition position i) or 5 to 7 (in ignition position ii) the fuel pump runs
- tried all tests in this thread: https://honda-tech.com/forums/honda-...prime-3181753/
- read many other threads looking for clues
- purchased new ECM from these guys: https://www.fs1inc.com/. I've called them and told them it didn't work and walked through all the tests I did. They'll call me back on Monday 8/8.
- tested and cleaned primary grounds - battery, transmission, alternator, thermostat
- tested all fuses under dash and in engine bay, all are fine
- fuel pump runs when power is applied
- CEL does not turn off when ignition is in position ii

The fS1inc.com guys may send me another ECU or possibly take my old one and repair it. But what are the odds they gave me a bad ECU? Is there anything else that could be causing the problem? This is my wife's "fun" car and she's a little irritated that she can't drive it when it's warm and sunny! If another ECU does not solve it, I guess I have to get it towed to a professional, unless this forum can save me!

What is your fuel pressure?, If you had to use starting fluid that tells me your problem is in the fuel system

Check injectors and pressure at fuel rail

fuel pressure is zero because no power is getting to the pump. When power is applied, pressure is fine.
