Default 99 civic a/c not working

Hello I'm having a issue with my civics air conditioning. Turn ac on and condenser fan comes on but clutch doesnt engage. I've checked fuses and relays. I jumped the compressor with a 12v source and it turns on. I checked for power at the plug for compressor and I'm not getting any voltage. Charged up the system with 134 and same outcome. Any ideas thanks

Ensure you are checking for voltage with the AC system enabled. You should get battery voltage. If you do not then check the AC switch operation. If AC switch (button) is working normally and you get battery voltage out of the AC switch, then you check continuity between the plug at the AC switch and the plug at the compressor clutch.

the ac is turned on when testing I am reading. 5v. Wouldnt the fan turning on with the switch say the switch is good?

Check your A/C pressure switch(I believe it's located on the filter/dryer on your car). You can remove the electrical plug from it and do a continuity test, with a multimeter, on the two prongs in the switch. You should see continuity between the prongs. If there's no continuity then you either have a low charge of refrigerant or the pressure switch is bad. If there is continuity then plug in the switch, turn the ac on, and see if the two wires from the plug(blue/white and blue/red) are grounded. If you see a ground on both of those wires then the pressure switch isn't the issue and either your compressor clutch relay has faulty wiring or is defective; or your ecu isn't activating the relay, for some reason. The fact that your condensor fan kicks on indicates that your A/C switch and A/C thermostat are both working properly so it has to be something further down the line.
