Default 96 Civic Fuel Pump Only Primes When Warm?

96 civic, 5 speed, stock everything.

when turning key to ON, fuel pump doesn’t prime and relay doesn’t click. I replaced with new relay and same issue.

after maybe 5 minutes of leaving key in ON, relay clicks and pump primes, fires right up. Will keep firing up unless I let the car sit for a few hours.

also, I can jump two pins on the main relay connector to manually trigger the fuel pump to prime. This is why I thought maybe the relay.

Not sure what to do at this point.

Try another "known good" ECU.
