Default HELP Problem calibrating tps. Missing volts

Ok so I just replaced my tps, installed it, and started calibration. But when I put the throttle wide open the most volts I can get is 3.37 and when closed I get 0 when it should be like 0.50. Anyone know where my missing volts are? Been at this for like a week any input it helpful. TYIA.

Ps. It's a brand new tps sensor.

Need to physically clock the sensor one way or the other to get to the middle of the senor range.
