Default Lsvtec no vtec

I’ve found many issues with the gsr head on my newly acquired lsvtec hatch I’m looking for a bit of guidance I’ve done everything I can think of to get vtec but still nothing
oil is good
oring on 3rd plate replaced
broken bridge bolt bypassing oil replaced
psi into head 77 at oil plate hose to head
psi at vtec pressure switch 0 tested with manual gauge
lifter noise ? Valvetrane noise ? Had little oil pressure for a long time I would assume. Maybe collapsed lifter? I’m at a loss here next step is rip the head off and just redo it all I’m not opposed but I was gonna rip this thing till she popped and throw something cleaner in it it’s pretty butchered. Thanks in advance for any info,

What ECU do you have ? Do you have any CEL's ? If so, what codes are stored ? Have you checked continuity on your VTEC wiring ?

All wiring is good it’s an obd1 gsr computer that’s “programmed” no idea with what and it has a standalone vtec wiring harness that was butchered as well but I straightened it all out and repinned the terminals. Aside from driving it with a meter on the A4 pin wire to see if it’s sending signal to the solenoid I’ve done everything else. But I’m assuming it’s a physical oil pressure issue and it wouldn’t be sending power anyway if the switch isn’t being closed for oil pressure anyway. But I’m not 100% sure
