Default Starting Issues

I'm having some problems with my 1990 Civic DX Hatchback. The car won't start. Checked fuel pump for power with multimeter and it was not receiving power. First thought was bad Main relay. I installed new relay and still no start. Car only starts when I bypass main relay. I would appreciate it if anyone has any advice.
