Sounds like you didn't index the TPS sensor when you bolted it to the side of the throttle body. There is a male tab/pin on the TPS sensor that must be inserted between the two metal tab/blades inside the T/B. This alignment places the TPS about 1/8th of a turn from straight up (where you can start the small screws that hold the TPS on). So, you insert the tab and then rotate the TPS sensor so that you can start the screws. You will then turn the ignition on and test the center signal wire and gently move the TPS sensor one way or the other until the voltage reads .490-.500v. Tighten down the screws on the TPS there. You should then see about 4.50v when you open the throttle to fully open.
