Icon4 RANDOM MISFIRES: 97 Accord EX with OBD1 F22b1

I swapped a low mileage 1994 f22b1 into a 1997 Accord EX. The 1994 OBD1 engine harness and distributor are being used instead of installing a new 96+ OBD2 oil pump with CKP/CYP sensors.

Everything seems to run perfect, but around 3200rpm (and usually only sustained highway driving) I get
codes p0301, p0302, p0303, p0304, p1300, and p1399.

You can't tell there is a misfire by the way the car drives. Car is still very smooth.

About the swap:
Going into a 1997 Honda Accord EX Sedan
1994 EX F22b1 engine
1994 EX Engine Harness
1994 EX Distributor
1997 F22b1 intake manifold
1997 F22b1 coolant housing
1997 Vtec solenoid
New OE thermostat

Things I have done/checked:
Spark plugs changed, gapped
Plug wires: swapped and checked resistance.
Distributor: changed cap, rotor and coil. Coil passes resistance check.
Injectors: cleaned screens, checked injector resistor box.
Wiring: The wire locations for the CKP, CYP and TDC are the same at the harness connector near the fusebox.
And they match the f22b1 distributor wiring guide I have seen posted here, with;
CYP (white to black. Orange to Yel)
CKP (blu/yel into white. Blu/grn into Blu)
TDC (wht/blu into red. Org/blu into Grn)
The obd1 engine harness has a vtec pressure solenoid that is blank on my obd2 connector.
The obd1 engine harness has the FIA on the fuel rail. A blk/yel and a wht/yel wire that are also blank on the obd2 side of the connector.
Checked CKP, CYP and TDC resistances and continuity. All good. 800 ohms
Looked over the wiring diagrams for possible other differences betweenthe obd1 and obd2 engine harnesses. Not much other than the FIA, vtec sol and the crank pos color differences.
Grounds:
Checked for continuity on the ground wires. Blk and BRwn/Blk on the side of the intake manifold) Seem good.
Ran an additional ground from the firewall to the manifold to be sure.
Regrounded the transmission/battery area large ground wire.
Air/leaks
New Throttle body gasket
New intake manifold gasket
Checked for intake manifold leaks. Used air compressor with a valve to test.
Found that the IACV was stuck open. Replaced it with a clean unit. (Ran much better after this, highly recommend)
Changed out PCV to known working one. Shake test pass.
Changed MAP sensor. No difference.
Idle
Car idles at around 800rpm. Very steady and smooth. Does not fluctuate.
Compression test
Numbers are within range.
No foamy oil cap. No smoke out the exhaust. No pressurizing coolant. So, the Head gasket seems good.
Constantly searching forums
I have been searching for a solution for this for a week. I have seen a few posts with this exact same misfire problem where nobody came up with a solution .
I feel like someone has to know what's going on. With all of the people running obd1 jdm engines in obd2 cars. Doesn't seem like it would be uncommon.
Ideas?
I'm pretty much just stumped. The rpm that triggers the misfire, 3200rpm makes me wonder if its a vtec issue?
I also wonder if the obd2 computer trying to adjust timing isn't able to with the obd1 distributor? I'm not sure how that works?

Why not just?
I'm sure someone will ask, "why not just change the oil pump and use the OBD2 sensors there?",
I may have to and I obviously did a lot of extra work to try to avoid getting under the car to do that. I just don't understand why this current setup will not work.
If you can run an obd2 engine with an obd1 ecu, then it seems that the TDC, CKP, CYP values would work the same even though they have different mounting locations.

Anyone running an obd1 engine in a similar way? Jdm or otherwise? Any ideas?
