Getting a new motor... help with legal stuff

I'll be getting a used h23 to build, turbo and plop into my prelude pretty soon. My question is: how can i be safe to ensure that my car is never impounded on the grounds that the VIN on my dash and VIN on my engine do not match. The police may think it's a stolen motor or car. What sort of documentation do i need? Would i need to get a salvage title from the DMV? I'll be buying this motor from a private seller, not a company.

nice, actually a cop did VIN check my best friend's car. He had his dash died white (yeesh i tried to talk him out of it i really did) and got pulled over for expired tags. the cop saw that he had altered (painted over) the VIN tag on the dash and had to check the engine numbers to verify the authenticity of it... maybe he was just checking thru the reports of stolen b18a engines. How could i go about determining if it was legit or not? get the VIN have the cops run it for me?
