Default F23a1 ecu on f23a possible?

I recently bought a 98 accord from a seller down in LA he swaped the f23a1 to a Jdm f23a and said he was selling it cuz he needed the money.. it ran kinda funny and he played it off by saying the timing was off because he had taken it to get the timing belt changed witch was true(he gave me the recite of it).. long story short it was not the timing he converted it from obd2b to obd1 And didn’t wire the ecu right because the iacv wasn’t connected at all I just wanted to put back to oem and want to know if I need to get a the Japan ecu or if I can run the f23a1 ecu

Any f23a ECU will work, just go to the junkyard to get one. You don't need a Japanese or other ECU. make sure it come out of the same car type (meaning automatic or manual and 4cyl.

You will then also either need a reporgrammer to program your keys or install a immobilizer bypass chip so it doesn't matter then when you get the ECU plugged in. Otherwise the car will check for you ignition keys to match to the immobilizer and ECU, and they won't.

Immobilizer bypass chip is cheap:

that's what I would do.

Or get a replacement from Ebay, little more, but no dirty work needed.
