4Gen - Immobilizer install - where to tap the ignition wire?

So I was watching a Youtube video of a guy installing a Viper 3105 alarm system on a 4th gen, and I'd like to copy what he did.

I like the idea of keyless entry, and enough mid 90s Hondas get stolen around Seattle that any extra deterrent is a bonus. The video shows tap points for all the connections, except the immobilizer itself, which I guess is supposed to interrupt the ignition wire.
My question is - does anyone have a suggestion of the best place to splice this? The Honda shop manual seems to show on Page 11-17 that I am looking for a BLK/WHT line, and 11-32 seems to suggest that I either get at it behind the steering wheel (C451) or inside the engine bay (C117). I am hoping someone here has done this and can offer up a best location to get at the line. And if I am completely off base here let me know before I do something really dumb.
