Default No fuel

I have a 1997 honda civic ex b18b swap turbo e85 chipped p28 obd1, the fuel pump doesnt turn on and the injectors dont fire, the injector has ground and has 12v, new fuel pump new main relay all fuses good good ecu, a23 a24 have ground, fan usually turns on when i have the key on run but isnt turning on, i have spark new distributor checked all the harness

Check the wiring to the fuel pump. Put power to the pump to see if it primes you might have a short.

I tried running a switch to the fuel pump and it turns on but the injectors still dont

Sounds like your ECU is toast. Test the capacitors on it.

Yep

How do i do that?
Desolder the electrolytic capacitors from the ECU. Many basic multimeters have a setting to test capacitors. Also inspect them for leakage.
