Default Question about drum brake adjuster and environment control

Brakes:

2000 Civic HX Manual -

My parking brake stopped working and I tightening it from the handle didn't work so I adjusted the drums. From the videos I watched (of other cars) they were pushing to tighten whereas pushing mine loosened. By tightening I mean pushing the shoes out. I think this means that the adjusters are swapped, which wouldn't surprise me because I the person who did them for me wasn't very competent. Also after two days of a solid parking brake it has already loosened up.

If my adjusters are swapped does that mean the entire brake assembly is swapped or backwards? I'm just curious if it'll be a matter of swapping the adjuster or if I'll need to take everything apart and reassemble.

Environment:

The cable to the heating adjuster has always been disconnected so I have been adjusting it manually from the engine compartment. Unfortunately it seems to have stopped working entirely. It's seems to be stuck midway no matter where I turn it. Is this a result of messing with, ie did I over spin it in on direction or another? I wasn't particularly careful. I'm sure I can find one at the scrap yard but I wanted to check here before I dig into it. Can any one recommend a webpage or video about that component or post the manual page? All I know about it is the crank turns which lets air into the vent system from the engine, or something like that!
