Default 1998 honda civic speed driven transmission gear problem

The speed driven gear attached to the transmission which makes contact with the speed sensor appears to be broken. It spins freely by hand when the car is parked and does not spin the speed sensor causing my speed to be marked as zero. Speed sensor was changed as the old one appeared stripped and speedometer was changed and tested as well. When I attached a drill it marked the speed so those two work. I have resorted to either find another manual transmission or take apart the current one and see what is broken. Cannot pass smog tests due to the check engine light that is thrown out.

The gear I think im talking about is number 3

the gear is in the speed sensor hole

Honda still carries these gears new - I put a new one in a transmission I built about a year ago. To replace you will have to open the transmission, remove the differential, then pull the differential bearing on one side. Installation is the opposite of removal. Buying another transmission would be easier, but if you're in a state where you need to pass smog, you may have to find a specific year/model transmission to replace the old one with, which may make it more difficult/expensive.
