Default 2000 civic steering issues

Any suggestions on what could be the cause ofy unstable steering problems? What it does is, whenever I'm driving sometimes it feels as there is play in the wheel from 12 o'clock position to 10 o'clock and wants to jump to next lane and while in a turn it gets sketchy. Here's a list of what I've done so far, inner and outer tie rods, did rack adjustment, front lca bushings and shock bushings, and new tires. I can't seem to find the problem. Could bad axles, rotors, or engine mounts cause it? Would Ball joints cause it, no noticable play in them. Thanks for your time!

Could be rack and pinion possibly or the shafts that connect the wheel to the lower suspension pieces
