So I've run into two problems, first the fans will only operate when they feel like it, so even at max they may not run at all and won't even bother trying to kick on unless its set to max. The second is that the air temperature control only works for AC when it is set to low if it goes up to 65 or higher the heater kicks on and it goes to max heat.

 

I had to replace the fans around 160k miles on my old 06, they wear out. Only coming on intermittently. I could hit the fan and it would come on.

I have no idea about your other issue

 

My car also recently hit 160k, good ol' planned obsolescence.
