Default Speed Problem

Car won’t go above 45 miles an hour if it does it jumps would anybody happen to know what the problem is sometimes you could shut the car off and turn it back on and I’ll run fine and then it will mess up

The "Check Engine" light will come on just before the car starts to act up... turning the car off and back on may temporarily clear this code for a brief period of time... so what is your MIL code ?

Malfunction Indicator Lamp. This would be the yellow/orange colored engine shaped light on the gauge cluster. It comes on for three seconds and then goes off when you first turn the key to ON without starting the car. When this light either stays on or comes on during vehicle operation, the computer has detected a problem. The code for this problem is stored in the computer's memory. Since you didn't offer up the year/model of the vehicle that you have, I cannot tell you how to check these codes.

OK it’s a 2000 Honda Civic EX with the D16y8 and I ECU is a P28 a52 and the car is a manual so I can’t pull anything up but that little box is green I had to replace the engine but the engine that I took out if it was the same and ever since I put the different engine and it’s been doing that and I’ve replaced a lot of stuff The check engine light stays on and doesn’t go off and I did the code thing on the side and the passenger side and the flash for the number 67 and says catalytic converter but I have straight pipes

I’m not sure how do I find that out From what I got told by JDM that the engine that I have is an American made engine

If you have a USDM Civic, what you have stated above doesn't square with the parts that you have referenced. There is no "plug and play" P28 for a 2000 Civic. The "A52" ECU version is an automatic and you have a manual car... so you should have auto related codes. If you had an OBD-1 P28 and an adapter harness, the auto mode could be converted and this eliminates the auto trans related codes, but it would NOT be looking for a secondary O2 sensor so the code "67" would not apply. Are you sure you are reading the codes correctly ?
