Default Are my fuel lines rotting?

2000 Acura EL.

The Black spots are gunky. I'm not entirely sure what the top 3 lines are other than something to do with fuel. The bottom 2 are brake lines which look OK. Is this cause for concern or is this normal?

Not at that spot no. I thought maybe the fuel would start leaking out of those black spots eventually as the lines rotted.

Looks like oil, dirt, mud etc, just clean it off to see if it’s rusted
