Looking for some diagnostic steps for my 1998 Integra. The CEL does not work at all. OBD2 datalink port works as it should. Only one code in the system and its evap related. Obviously tried the bulb at first, no dice.

The car did at one point have a Mugen cluster in it and the seller was unsure if it now had the correct cluster green film. Hoping if I posted a picture someone can identify whether or not it has the proper cluster film in it now.
