When the car is on the cooling fan does not turn on and the car overheats. So we jumped the fan switch and when the car it off it turns on. But as soon as the car turns on the fan turns off. Any help would be appreciated

 

This sounds like bad fan switches, i had the same problem. Replace both fan switches one by the thermostat and one on the waterneck. When they go bad they tend to not switch on at the right temp, even if it is overheating.
