By H23A you mean the JDM Blue top model?
Pull the crank gear. If it's stamped P13 then it's the same thing the F20B/H22 uses. If it's not, that's the gear you need.
The timing belt can be a bit fidgety to get on under normal circumstances and it's easy to install it a tooth off.

No it’s the red top and I believe the one off the h23 says p13 but the belt that goes on the cam shaft don’t fit on the gear ? Could I get a different belt to fit both?
Assuming you bought the correct belt to begin with, no you should not be swapping belts around. You have something going on that's causing your issue and swapping different belts around is just going to cause more issues. The correct belt for an H22/F20B/JDM H23A is a Gates T226. There is no difference between the original F20B head and H22 head you swapped on as far as timing goes, so the belt remains the same. As I stated above, you need the crank gear off of an H22/F20B/JDM H23A. The USDM Non-VTEC H23 crank gear is different and they are not interchangeable.
And please use actual titles that illustrate your need, not "help please"

I have a H22A crank timing gear... and I can use the H23A non-vtec crank timing gear that you have, so do you wanna trade ??? If so, send me a PM.
