Default D15b bogging

I have an 88 civic sedan with a d15b and I just did a mpfi swap everything runs great but my problem is the car starts to bog and lose power when the tank is less than 3 quarters full. It still does it on a full tank but not nearly as much as when its less than 3 quarters full. I put in a new fuel pump , new fuel filter new fuel pump sock. When I figured out it was a fuel problem i rented the autozone fuel pressure tester and ran the car with it on. The car has 33 psi at idle. But while I'm driving and the bog occurs the pressure drops to around 10 - 15 psi. I restart the car and everything is fine till it starts to bog again. Any ideas or suggestions of what it might be ? Any help is appeciated

Is it possible that your fuel tank contains a lot of sediment and debris that is clogging the new filter and sock?

I did clean out the fuel tank when I dropped it. I could check the filter to see if it is dirty before redropping the tank. Is there a possibiility that the tank isnt getting. Vented properly ?

I don't think so, but you could do a test to rule it out. When engine starts bogging, remove fuel cap to relieve tank vacuum. If bogging continues, consider other possibilities.

Did the old and new fuel pump sock look exactly the same? I have heard people have this issue when they replaced their old fuel pump sock. The stock one is longer and sits deeper in the tank and some of the supplied replacement socks are too short.
