Default 2000 Civic Front end out of alignment

I have a 2000 Civic EX sedan. When hood is closed it does not line up with the fenders, it is lower than them at the front of the car. Also the head lights cannot be aligned to hit the road properly, only adequately. To see where I am going I have to use high beams. (fortunately it still passes inspection without issue)

I wouldn't worry about it accept that everything else on the car is fantastic so I'd like to see if I can fix this.

I am guessing the radiator support is bent but I am not sure and don't want to just throw parts at it in hopes of a fix.

Under the hood nothing looks bent so I am wonder if the entire front end from the fire wall back is bent. Just not sure and a body shop won't touch it. They said the car is not worth fixing, drive it as is.

Irrelevant info is It's been in our family like this for about 8 or 9yrs so we can continue to drive it like this. But if I can fix it I will feel much better about the car and maybe have some fun with it.

Its possible that the support is damaged.
