Check engine light = CEL

When you are driving, does the CEL stay on steady?

When turn the key from OFF to ON(II), does the CEL turn on for 2 seconds and then turn off?

Both OBD1 and OBD2 Civics have the CEL. If your CEL is the shift light, then jump the service connector. Watch it blink the CEL codes.
