Does it turn off if you unplug the dash heater/AC control unit?

Not sure I understand, " only when you turn the button off"... do you have it on defrost? Most will default to ac on to prevent interior window fogging.

You may be low on refrigerant. Your system can be at a "sweet spot" where it is pressurized enough to not trip the dual pressure switch (I think 33 psi), but not have enough refrigerant to cool the evaporator to below the cutoff temperature (somewhere around 35 degrees). This will cause the compressor to just keep running.
