sort of... not really.
You can hook the heater up to 12v and it will get hot, but that isn't how it operates with an ECU that is intended to have have a heated O2 sensor.
ECUs that have the 4 wire O2 not only power the heater, but also monitor the resistance of the heater circuit.
there is no temperature sensor in the O2 sensor, but the resistance of the heater circuit will change with temperature.
The ECU does constantly monitor this resistance and supplies power accordingly to maintain a consistent heater temp.
