Default b18a 1993 high rev at startup

Hi there , I got a civic 1996 with a b18a swap (1993 ) , I change my intake and throttle body for skunk 2 stuff , now my rev is over 3500-4000 at idle and check engine light is open , What the hell happen !!!

you have ave a bad vacuum leak somewhere, I’m sure there is a step by step instructions how to do a vacuum leak test. I also know that some plugs are interchangeable, so make sure that didn’t happen, could damage the ECU which could make something like the ICM to malfunction

Can almost guarantee you it's the IACV, and as stated by turboLScrx there could be a vacuum leak in that area as well causing the CEL.

The idle does eventually drop to a reasonable RPM once the engine is warmed up, correct? What RPM does it sit at once warmed?

not sure because i not wait until the motor warmed up , the rpm is aroud 3700 and 4200 ,

If it's a two wire IACV, it should spring closed when it is unplugged. If you unplug it and it still idles too fast, it's not anything to do with the ECU, there is simply too much air getting in. The throttle plate should be fully closed when no one is pressing the gas pedal.
