Default Overheating problems

So far I have replaced the radiator, water pump, cooling fan switch and thermostat.

In the car, the dashboard says the car is not even hot. But when I open up the hood radiator fluids steaming everywhere. I know I need to do a pressure test to see where and if it's holding pressure. My part of me feels like the radiator is clogged.

Any help would be appreciated.

Where does the steam come from? Is it not just a simple leak? In normal operation the coolant will be hot enough to make steam anywhere it leaks out.
