Default Milky water

I have a 2000 Honda Accord EX that I purchased 2mos ago, supposedly inspected. There was stuff floating in the radiator after driving it home (90 mi). We drained and filled but the water started slowly getting muckier until now it's completely milky. There is No water in the oil and No smoke. It will overheat if we go too many days without draining the radiator and refilling it. I took it to the mechanic this morning and after 35 min, (including oil change) I was told that the block/cylinder is cracked. I'm just trying to get other opinions because I was also told by a tech at advanced that there is an engine oil cooler? That could be leaking the oil into the water? Any response or help will be appreciated.

There was a batch of bad 2.3s that did have leaking issues from bad casting, cannot remember what year. Engine oil cooler would be sandwiched between the oil filter and block. #19.
