Code 41 issue.

Default Code 41 issue.

I just finished swapping an ODB1 jdm d15b vtec engine running a usdm p28 ecu into my 90 si hatch and my problem is this. It drives fine but it gives me code 41 for the o2 sensor heater. I have double checked that the rywire harness wires match up to the correct wires on the NEW 4 wire sensor and that all my connections are secure. Would the sensor being in the bung on my test pipe (farther back than stock location?) cause this code to pop and would putting it on the bung at the 3 and 4 collector on my dc header fix this or just cause it to send inaccurate readings to the ecu? This was my first swap, it took a while and I am so close to the end, any help would be appreciated.
