Default Inoperable condenser fan

Fan motor is good, relay is good. Ac is good and comes on. When the Ac is off at the fan relay connector I have batt voltage on both sides of the coil, power and gnd on the switched portion. When Ac is on, I have batt on one side and 1.7v on the other. What element actually applies ground when Ac is on and compressor engaged? Schematics include both fan switches, the ecm and the fan timer as all being possible grounds, so I'm not sure where to begin

Just curious, if you spin the fan motor by hand does it spin totally free without any abrupt stops?

Yes radiator fan comes on. Jumping blue yellow to incoming bat voltage makes condenser come on. When I turn on ac I get the green wire showing 1.7v

How did you test your condenser fan motor to conclude that it's good?

Something doesn't sound right.

As part of the relay, the coil gets energized when power (+) is applied on one side, and ground (-) is applied on the other side of the coil. When the relay coil is energized, the normally open switch is closed; power is then allowed through the closed switch terminals.

The green wire to the condenser fan relay suppose to supply ground (-).

I have battery and gnd on the switched relay terminals with both car in on and off. On the coil terminals I have battery on 1 side. Nothing with car off and 1.7v with ac on

1. What is the voltage measurement on the YelWht wire going to the condenser fan relay, with the ignition switch turned to the ON position (car not running or started)?

2. What is the voltage measurement on the White wire going to the condenser fan relay?

White is battery voltage. White yellow is ~11v.

Relay faked me out. It had continuity through the coil and when I swapped it with the spare fog light relay I had there was no change. Apparently both were faulty. I then swapped with compressor relay, the fan came on without issue with ac button pressed. Thank you to all who helped. Just goes to show you should always triple check your relays, especially when they have been in service 20 years
