What should I be shooting for on my caster camber 95 prelude. 7in bfg comp tires .

As much caster as you can get up front. Camber wise, see if you can get -2.5 deg Front, -2 deg Rear.

I have -2.5 camber in front now caster is also +2.5 . But if I swap the upper control arns put the left on the rt I can get the caster up to +7 but it puts the ball joint in a bind.

If you can get 2.5 deg positive caster, you're actually doing pretty well. A lot of track driven cars don't have as much as you do. I wouldn't swap the control arms because as you said, that introduces a myriad of other issues including suspension bind. From there on I'd recommend relying on your pyrometer to get everything fine tuned. These cars tolerate a fair bit of front and rear toe out in an auto-x environment, so if you're having trouble the car to rotate don't be afraid to point the wheels out 1/16" or so.
