I was randomly searching the web for a boost controller that could do rpm based boost and i found this boost controller.
On paper it looks very good. Look at boost strategies as advertised (!)

Choose from 5 different boost control strategies to match your tuning abilities and application requirements. Depending on the control strategy selected boost can be set at up to 64 points PER gear based on RPM, vehicle speed, and throttle position.
  • BASIC CONTROL STRATEGY: The basic control strategy allows for simple boost manipulation on a gear by gear basis. This strategy is ideally suited to individuals looking for an effective and easy to use gear based boost control solution that can be setup in a matter of minutes.
  • RPM x 16 CONTROL STRATEGY: The RPM x 16 control strategy allows boost to be manipulated at up to 16 RPM based control points per gear. This strategy is a great choice for those needing to offset boost creep or taper, or those looking to improve traction by adjusting boost at specific engine speeds.
    • Control range: 1,000-8,500 RPM
    • Control resolution: 500 RPM
  • RPM x 64 CONTROL STRATEGY: The RPM x 64 control strategy provides high resolution boost manipulation at up to 64 RPM based control points per gear. It is intended for those requiring the most precise gear and RPM based boost control possible, and is a great choice for applications revving past 8,500 RPM or with extremely tall gears.
    • Control range: 1,000-10,450 RPM
    • Control resolution: 150 RPM
  • RPM + TPS CONTROL STRATEGY: The RPM + TPS control strategy allows for 3D boost manipulation at up to 64 control points per gear with mapping based on RPM and throttle position. This control strategy is best suited for road race applications or those looking to optimize the driveability of their street car.
    • RPM control range: 1,000-8,500 RPM
    • RPM control resolution: 500 RPM
    • TPS control range: 20-80% Open
    • TPS control resolution: 20%
  • MPH x 64 CONTROL STRATEGY: The MPH x 64 control strategy provides high resolution vehicle speed based boost control at up to 64 points per gear. This strategy is intended for drag race applications requiring a speed based boost control solution. Use this strategy with an undriven speed signal to maximize traction and improve consistency between passes.
    • Control range: 0.0-157.5 MPH
    • Control resolution: 2.5 MPH
