Default Grinding while accelerating and turning right

Hey all,

My 2000 Honda accord, I put in a battery and as soon as i connect the positive connection, the horn is blowing, its not like the normal alarm. the normal alarm is intermittent. this issue is a constant loud blow of the horn. i have taken the relay out and there is no power to the car, as soon as the relay is back in, the only component with power seems to be the horn. the door key will not reset it like it does the alarm. when the relay is in and all components connected the horn blows without pause and the power throughout the car does not exist.
