When you replaced the cylinder, did you verify that the ignition switch was installed correctly?
Take the ignition switch off the cylinder, using a tool(screwdriver or other device) rotated the switch and see if the switch functions normally.
Did you disconnect the battery while replacing the cylinder? Did you remember to reconnect it?
If the cylinder was replaced due to theft/attempted theft damage, the ignition switch itself may have been damaged/distorted.
Verify battery power is making to the ignition switch itself, IIRC the white wire is BATTERY power, verify you are getting battery power to the switch.
