Post D15b2 Ringing Noise Diag

Hey everyone, I seem to have a problem with my car that I can't seem to figure out, and was looking for some guidance
I have scoured the forums, google, and youtube for an answer, but have come up with nothing so far.
I have a 1990 Civic DX hatch, with the original motor in it, sitting at about 175000 kms. It seems to have developed a metallic ringing noise near the top of the motor. It is RPM dependent, and gets louder as RPM's rise. I think it may have something to do with the camshaft and pulley, but I'm not sure what it would be. Timing belt was replaced very recently, but it had the noise before, and continues to have it now. Timing belt was done by a journeyman mechanic, it was done correctly.

Harmonic balancer? Just a guess but they do go bad. That ringing may be what it is supposed to be canceling out.

How exactly does a harmonic balancer go bad?

OP: Was the timing belt tensioner pulley replaced with the belt?

No it was not, honestly after doing more research I think thats most likely my issue.

Balancers have a inner and outer section which are separated by rubber. If the rubber separates from the steel, it will fail.

Have you actually ever heard of that happening on a Honda? Just curious, because i haven't.

If you're taking the belt back off to do the tensioner, i'd do the waterpump at the same time. All three things should always be done at the same time.
