I have a 96 civic in which I bought a few weeks back and believe the heater core hoses are completely messed up. Nothing comes from the engine into the inlet therefore no coolant to heat. I'd like to fix this. No idea why the person before me or their mechanic did this

Fix the hose routing then bleed your coolant system..

The reason why someone would do that is usually because the heater core is leaky. Hook it back up and find out.

 

Each picture seems to be different regarding the heater hoses? What have you done so far?

 

I havent done anything yet regarding the heater hoses. I did pull one off to show how busted up it is. I'm not quite sure what hose connects to the inlet from that diagram to see if it is leaky. I'm trying lol

 

Picked up the passenger mat and boom... Looks a mess.

Ok lets try this.
In your first photo, the hose you are holding. That end need to go where the Gates 4219XL is hook up to, in your second photo. It show that Gate fuel line hose. Undo that gate hose right where your 2nd photo show. Now take the hose from your first photo, which you were holding the end, hook it up to the port where you just unhook the Gates fuel line hose.
now take that gates fuel line hose and hook it up to the heater valve. Look at the diagram i linked for you, locate the heater valve if you dont kniw what it is.

Running with a bypassed heater, merely stops heat from being sent into the cabin.You also will lose the ability to defog your windshield. Once you get everything hooked up, topped off, and bled, check for a leak onto the passenger side floor / carpet. A very minor leak will slowly cause a loss of coolant.
