adjusting/tightening the hand brake
Hello! I have a honda del sol Si 1993. I'm looking for some insite on how to adjust or tighten the hand brake without tearing up the whole plastic "backseat" set up or going underneath to the heat shield (which I believe I don't have) to the bracket. Is there anyone here that can shine a light to my situation? Much appreciated.
You should not have to adjust the hand brake mechanism unless you have replaced the cables. If they are drum brakes check on both sides that the self-adjusters are keeping them properly adjusted.
To adjust the cable pull the handle up part way and you should see the adjustment nut under the handle, use a deep socket and extension to turn it.

Can you take a picture the other way? The back side of your e-brake pull handle?
I have not seen the interior of the sol and I'm afraid that you may be right by your pictures and descriptions.
Even though, in your second picture it looks like there is side screws to the tunnel cover. If you can remove that, you should be able to access the e-brake handle cable nut.
