Assuming all fuses and bulbs are okay...

1. Remove the steering column cover where the combination light switch is located.
2. Unplug the 12 terminal Blk/Wht harness connector to the light switch.
3. With a small paper clip or spare wire, jump cavity terminal no. 12 (Blk wire terminal) to cavity terminal no. 10 (pink wire terminal). Does the low beams turn on?

If they do turn on, the combination light switch may be the problem. If not, issue lies elsewhere.
