Little round circle in headlight?

Default Little round circle in headlight?

I have been doing some research but cannot find a definitive answer. What is the little round lens in between the headlight and the turn signals / parking lights? There are bulbs in there and they are plugged in but they never come on. Wanted to make that some sort of a DRL cause here in Oregon we deal with low visibility a lot and would like something I don't have to remember to turn on. I doubt thats a possibility but I am still interested what it is used for. I checked all the fuses and they look good and the bulbs are good too. Thanks

daytime running lights, and should always be on when headlights arent

Anything I can check to get them working? Is there a DRL relay or fuse? I'm pretty sure I have checked over everything but maybe there is something I am forgetting. It's a 2003 Civic DX manual if that makes any difference. Also with further checking I don't think US spec civics have DRL's? Is this correct?
