Accord 99 VTEC issue?!?

Icon2 Accord 99 not over 4500RPM

Hello guys, I've heard that in this forum are the best Honda guys in the world.
Well I'm from Mexico and I have a F23A Honda Accord EX, Auto-trans.
When I'm driving at 40MPH or something and floor it, the car does the downshift, but it stays at 5k RPM, i scanned the car and the only problems are TPS, and the Knock Sensor... The VTEC Solenoid area is leaking oil, but i don't have any code on that, i've read on some other threads that low oil level causes this, so should I replace the solenoid or only the gasket.

UPDATE: I changed the oil, and the gasket on the VTEC valve. This is what happens: Sometimes if I floor it it goes all the way to the 6k rpm, on all gears. BUT, when I'm on the highway after a while, and if i accelerate harder, it stays at 4500rpm.
Also, my ECL is off when i turn on the car, and turns on when this issue happens, some other times it turns on while idling.
Note that my car is mexican. It's not OBD2, the VTEC doesn't has oil pressure switch.

As far as I know the VTEC systems work depends on oil pressure. So for starters I would get rid of leaks and maintain the correct oil level.

fix the tps first and see if that fixes the rev limit issue, then fix the knock sensor if that doesn't fix it

If you have a code for the TPS then id say thats your problem. The TPS is important for the engine and transmission computers to understand throttle position and engine load. If your VTEC solenoid is leaking then there is a gasket that needs to be replaced. Its not going to cause white smoke from the exhaust however, that is typically caused by a failed headgasket. A code for the knock sensor may also be from a headgasket though you would typically see engine misfire codes as well. I'd say get a new TPS, install it, clear the codes and see if it solves your high revving problem. If you want to look into your headgasket you can look at the coolant overflow tank and check for signs of dark oil sludge, also check then engine oil or underneath the engine oil cap for a whitish coolant sludge.

​​​​​I changed the VTEC gasket today, the little hole in the valve wasn't centered properly... Did a test drive an successfully went over 4k rpm like twice, but starting from 0, tomorrow I'll do the TPS, was a nightmare to find an OEM one here though...
