Default Cars haunted

So I have a 1990 Honda civic lx put a new block in cause the old one was cracked head is fine, so I can start the vehicle and as soon as is starts it revs up to 3000 -3500 rpns and the speedo goes up too and the power axle spins I put in the clutch axle doesn't spin and rpms drop to about 2500 but still really high as soon and I come off the clutch goes back up to 3000 3500 and speedo goes up too, the car is in neutral too when it does thus and the gears and fork and everything in the transmission is fine cause it will go into every gear, but it does that and also I can take the keys out and the motor still runs, so I have to unplug the harness to get it to cut off at a loss and could use some help thanks

Sounds like maybe your cables are not adjusted properly and maybe you have a leaky intake manifold.
any cel codes?

Would a vacuum leak, make it to we're neutral is basically a gear so it goes in to every gear and spins, but also spins and acts like neutrals a gear

Is the car up on stands? There is enough friction in the transmission bearings to make the wheels spin when in neutral if up on stands.

that would cause the rev up too

No. But if your idle is high and you are on jack stands then you are going to see the wheels spin.
not unusual.
if you were on the ground and neutral actually pulled the car forward, then it would be a problem.

they are separate issues anyway.
the high idle is from something wrong on the engine.
Wheels spinning would be further down the drivetrain after the engine.
