Default O2 Sensor Issues and Loud Acceleration in a '99 Civic Ex

I know little of Hondas, so I need some help.

There is a guy selling a 1999 Honda Civic EX it has modified the car and replace a lot of stuff in it. Has a bunch of aftermarket parts too.

But there is two things that is throwing me off.

1. The guy said that the O2 sensors need replaced. He said the car "loses power" for a second while warmed up and accelerating. During test drive, it did do that, but necessarily lose power. While accelerating it felt like it... Paused for a moment mid acceleration. It did not feel like a rough shift. It wasnt a lerching feeling.

2. When accelerating, the noise in the car is deafening. It sounds like there is no muffler on it, even though there is. My friend in the back noticed the back of the car vibrated while accelerating along with the noise. It sounded like a motorcycle with with hints of vibrating metal.

So, does a bad O2 sensors cause the car to act like that? Is it Normal for this Honda civic ex to be so noisy?

I've never done O2 sensors, but it looks straightforward, so Im not worried about that, but I am sceptical that it's just the O2 sensor causing that problem and that excessive noise is a worry.

Any thoughts?

Don't buy a car that is already modified.

Don't believe anything that someone selling a used car says.

I think you should walk away from this one.

Honestly, I was feeling uneasy about it. It's not sitting well with me and my gut feeling is telling me something isn't right with the car. I just wanted some advice before I made a decision.

Walk away now. You are looking for headache if you buy this one. Think about it, the owner knows what is wrong with it. Not telling you everything. Just telling you, oh its just a sensor. If its just a sensor, why did he not replace it himself? Why sell a car in poor condition? Because there are underlining issues he is not wanting to tell you. He just want to get rid of the problem.
