Default B16a jdm engine in ee9 ivt vaccum lines correct but wierd id

Hi guys I am from the UK I have a ee9 with a B16A ef jdm engine I've rebuilt the engine put it back into the car and as I turn it on the car idle keeps fluctuating between 14 to 1600 and all the vacuum lines are ok I've change the idle control valve that's ok I've changed the fitv valve under the throttle body and it still keeps happening I've noticed there's a slight leak from the inlet manifold gasket as I put the brake cleaner on there and it revs higher the ECU is showing code 14 for electronic air control valve which I'm guessing is idle control but already changed that and I've put the original one back on and it's not changed anything here is a video so you can see for yourself any help would be amazing as I've been struggling on this for a couple of weeks

A leak from the intake is a vacuum leak. Any leaks are going to drive your idle higher. The EACV code is likely there because the step motor is maxed out trying to lower the idle. Retorque the intake or replace the gasket.

Yh i doubled up on gasket before n as i was taking it off i put 1 of the gaskets on n put honda bond on inlet to seal it but when i used brake cleaner it idled higher then before lool iv ordered one just waiting on it the 1st time it only just idled a little higher only a tiny bit would that still cause a 1500 rpm idle hunt? What else can it be? The water pump leaks from those weeping holes when cars not running when its running its fine could that cause anything??

Right so change the inlet manifold gasket and I put a new water pump on as the water pump is leaking this water pump I put on had 19 teeth and the original water pump I took off had 22 teeth anyway the water pump went on fine timing was perfect I put water in I turned the car on and it still had the dodgy idle 4 about 5-10 seconds then it sorted itself out weirdly and was fine for a minute then it started doing it again I noticed I left the idle control valve unplugged I plugged it back in turn the car off took the battery off put it back on again 30 minutes later and still has the dodgy idle issue this is a bit weird I've already cleaned the idle control valve already cleaned the fitv valve vacuum lines are ok water pumps not leaking anymore any idea what it could be I'm getting closer as this, I turn the car on after 10 seconds it sorted itself out for a minute no me as soon as I turn the car on it has a dodgy idle all the time

There are so many inputs to a bad idle. Youtube Eric the Car guy and review his stuff on Honda idle issues. I would also now look at your MAP sensor and TPS to make sure they are good. Maybe you can swap with a known good ones? Still sounds to me like a vacuum leak though. The water pump would not affect idle. Make sure you have clean and tight engine to chassis grounds.

I've already seen Eric the car guys video I have a multimeter but I'm not too sure the voltage is meant to be on the map sensor or the TPS otherwise I could check that but I don't know where to find it it's weird as after 10 seconds of turning it on it sorted itself out for a minute or two before doing it again and then I realised the idle control valve is unplugged apparently some people said if you have air in the water system could cause idle issues

Turns out the air intake temperature sensor and the idle control valve the wrong way round switch them round turn the car on and it was nice and steady at 2000 RPM as it was warming up it was dropping down to 1500 RPM then it started fluctuating between 1000 rpm to 1500 RPM and as it got warmer then it went from 750 up to 1400 ish it goes up to 14 drops back to 750 goes up to 14 drop back to 750 i cleaned the idle control valve cleaned the fast idle control valve I can't think of what it could be is way better than before because I had the sensors the wrong way around no codes on the ECU if I spray brake cleaner on the inlet manifold gasket is still revs up a little bit more this time I used a thermal inlet gasket with loads of Honda Bond lol I have no idea what it can be there was a lot of bubbles coming out of the radiator so I'll let it bleed for a bit seems ok now as there wasn't many air bubbles coming out of the radiator at all I'm confused as what it could be
