Does the fuel pump prime when you turn the key on?

Does it click or do anything when you try to start it?

Check the clutch safety switch, the plastic piece.

Had the same issue yesterday. Luckily, mine was the damn plastic piece (AKA clutch/brake pedal stop pad).

you could always short out that switch and move it elsewhere....

my 95 will start in gear. although this seems dangerous I just check my gear before hitting the key, a good habit to be in. In the event that my engine were to fail at a stoplight I would be able to use the starter motor to safely move the car off the road (albeit jerky and possibly at the expense of the battery or starter, nevertheless its a good backup if I were in a dangerous situation and needed to move on command)

In fact, I actually had a 88 CRX at one point. It was struggling with a pretty bad TPS issue. The car would run fine for days then suddenly act like the ECU was ripped out of the car, put the pedal to the floor and the engine would die at any speed, at a stoplight, without any warning whatsoever. One day it did this right near my house and I was so close to home, I used the starter to move the car off the road safely. If I didn't have that ability it would have been me pushing the ****** the rest of the way like an idiot.
