What procedure did you used to bled?
New or old clutch master? Check inside below clutch master for leaks. Master may need replacing.

we did i would pump the pedal, then dad would turn the nipple releasing the air, 5 or 6 times until it was air free, and the pedal was stiff out and off the floor, it felt fine then. Its an old master cylinder, but there are no leaks from that OR the slave. But next morning, back to the floor, like we hadnt done anything at all.......

The seal inside the master may have bit the dust. If its old, might as well get replacement.. stay away from auto store type. Get exedy, oem maker for clutch master and slave. Yes, its cheap and worth it without paying oem price..
http://shop.exedyusa.com/1999-honda-civic-ex-4cyl-16l/a-9252174.aspx

if link dont work. Go to exedyusa.com
put in your car info.
for less then $30 you can get oem quality. Yes, that is for BOTH master and slave. Below $30.. always replace both at the same time.
